Keokuk Volunteer Emergency Corps Faces Uncharted Waters with New Chief, Dan Tillman

Keokuk, [May 8, 2018] — The Keokuk Volunteer Emergency Corps (KVEC) announces the appointment of Dan Tillman as its new Chief, succeeding Charles Biddenstadt. Chief Biddenstadt, who was released of his duties at KVEC, had been important in KVEC’s growth and success despite a handful of members being against Biddenstadt holding the position.

Chief Rose, acknowledging the challenges ahead, expressed confidence in Tillman’s ability to lead. However, concerns arise as Tillman lacks the necessary experience and expertise, particularly in the critical areas of boats and water, crucial components of KVEC’s operations.

Chief Tillman, unfamiliar with water-related emergency response scenarios, faces a steep learning curve in a role where proficiency in boat navigation is paramount. This development has raised concerns within the KVEC and the broader Keokuk community about the organization’s preparedness to handle water emergencies under Tillman’s leadership.

“You may hate the fact that I am now Chief,” Chief Tillman acknowledged. “But there just wasn’t anyone else better for the position. I’m Chief now and that’s that.”

The unexpected shift in leadership prompts questions about the continuity of KVEC’s proficiency in water search and rescue, emergency first response, and winter-related incidents.
